10) THE REFORMS |

We certainly do not wish a sudden revolution. Everything has to happen gradually through a reasoned and pacific metamorphose.
The Constitutions grant our aims; if we do not success depends only on the bureaucrats opposition.
The system of the step by step reforms at the beginning will involve only smaller villages.
It will start from local administrations easier to transform. Afterwards, these will serve as a model for more complex realities. In fact principles and methods of the reform are the same for both little villages and large metropolis. Of course considering some exceptions.
Looking to the former administrations, we can get an idea of what can be considered still valid and what has to be abolished.
We are sure our system does not needs offices, societies or departments because the citizen will participate with his vote, to the government.
The modern bureaucracy, produces only other bureaucracy. This does not helps the citizen that has to deal with it. Even more, bureaucracy consumes resources, stops the progress and increases the gap between the people and the government. Especially concerning Italy, the administration has much in common with the pre-war period reality.
It is absurd to adopt today 50 years old methods. But with our system of reforms everything would get easier. The citizen becomes a protagonist in local and national government. Of course the bureaucrats will try to avoid reforms. They will reply our ideas to be too simple to be considered. Of course they prefer complex reality, where they can hide themselves better and can cheat us not being noticed.
After so much talking about an electoral reform, bureaucrats are still looking for compromises and making alliances. In one word, they are no trying to solve the problem. They do their best to hold their privileges and to keep their power as long as possible. Time to time they allow some meaningless innovations, but just with the aim not to lose completely their power. In this way, they only damage even more the society.
The “Leghe” are the proves of a dull violent protest against this system. What we really need instead, is a new reformed system that gives power to the people. They have to feel that their sacrifices are for a common welfare. People deserve it; they have been cheated since First Republic time.
For some time, the new system will co-exist together with the old one. The latter will be abolished only when it will be clear its uselessness. We want to destroy nothing that has not been already replaced by something better. The reform has to be gradual and everybody has to take part as a citizen finally freed from political influences. Each local administration will rule under a national co-ordination control.
We need to simplify after so much chaos. For 50 years our bureaucrats have carried on intricate and complex systems with the only aim to buy the support of the social classes. In this way, they have seriously damaged the Nation. Instead of assuring a good government, they have only been thinking to their political career. They created a system, extremely advantageous for the ruling class but ruinous for the whole Nation.
